Drops from free to open 'Elite golden warchest' of Nordr, kinda rare drop though. You can also buy from auction or other players.
You'll need to equip Uller helm (drops from elite golden pirate chest of Kraken isles) and armor both to start that quest-line.

I was told you need to open atleast approximately 1-3k boxes to have a shot at uller,him or vili armor.
And usually 4k or more to drop an arcane, but ofcourse you can loot it first try.

Imo the set should be free from a quest because is part of the story and achievements if they dont wanna give it for free can the devs please increase the drop rate thank you
