Speed set buff or nerf?

Just 5%, it stacks over the speed set buff like awakes or pet HB. The ss buff is only 2x of base ms.

ms without passive speed and ss buff (no other ms buff) = 100%(base)*2 = 200%ms
ms with 5% passive speed and ss buff (no other ms buff) = 100%*1.05*2 = 210%ms

So if you are not debuffed, have a speed set on (2x multiplier), and have 30% move speed from stats, your speed is (unmodified character speed) * 2 * 1.3
