Now pvp and pve require two different builds, since you have asked for a pve build , I shall give you some points.As a com your role is to take control of agro from mobs. To do this taunts and AoE skills are needed.
I would max out these skills.
Increase mass ( the 300 armour bonus is nice )
Gravity well ( important to draw mobs in to you )
Backbreaker ( important for combo , neutron stomp + backbreaker=combo
+ taunt )
Graviton slam ( don't need to have this skill but it's pretty good )
Singularity ( don't need to have this at max but good for the pushback )
Kinetic reservoir and vigor are optional based on if you have money to spend on stims or not.
