The free portals are rare but they do appear.

There is also an option to go directly to the Winter zone by purchasing an Elixir from Dr. Wells in Sanctuary.

This is why there is an option to purchase an Elixir that takes you directly to the zone. Talk to Dr. Wells in Sanctuary. Use the [Buy Elixir] option.
