Question regarding valley gate bar

So when we are about to fill the gate bar with killing bosses from the portals... but now there are only 3 hours left until the green and blue portal closes and we are not even half, do we have to wait until the first bar filled up again by killing bosses in mogera lair, or how does that work?
I thought we can play gates today but it doesnt look like we will reach the bar in next 3 hours, thats why Im asking
