Regarding Luck

Hello all, Ive been wondering something for awhile now, so I hope someone from STS or the community can clear this up for me.

Is Luck, like how Rainbow Connection has +7Luck, the same as The Shining Shamrocks +20Reroll?
Also, other Luck items such as, Bigger Luck, Big Luck, indicate Luck, not reroll. I was wondering if these are the same stats?? Like are all Luck items based into one category of Luck? Or is it two categories of Luck? One being for how lucky you may be on receiving a certain rarity of an item and the other for how lucky you may be to reroll for an item? If anyone has absolute answers about this, it’d be great to hear them, thank you!
