Can any dev or staff or anyone explain this amulet description

So that means I get 20% more gl from this amulet? So total gl on this amulet is 80% or does it have to proc? I tried it and it doesn't even proc I mean it says Grants the wearer so is there a chance of getting reroll and gold loot or chance to reroll but you have the gold loot extra there is no need to proc or whatever
