2H On toons under lvl 20?

i don't get it, i have seen every class using a 2h sword under lvl 20. I saw a lvl 6 enchantress with one!? How and where are they getting these weapons? I checked the in game store and all i can find is weapons for lvl 20+

It's not in the 2h section in the shop it's just in weapons.
