I know weapons are effected by level. 71 wep does less damage to lvl 76 mobs/boss/player. Does lvl effect armor as well? Comparing ebon armor 71 to 76 endless/tainted is difficult without knowing if level also makes a difference to armor.

Armor is just a clear number here, you getting way more armor with endless set 76 than ebon set, it's like +400 armor. It also doesn't mean that lower lvl items scale your armor or something... Like if you have lvl1 armor with same armor as endless set then you'll take same damage
