does this mean it stacks with other procs (ebon armor, Skratch, 76 arc arti etc..)? so like lets say 40k dmg + 25% dmg from arc reppy? = 50k?

Yes - it's now %damage stat (stacks with everything) instead of a damage multiplier (only best is applied).
