Fireball is a basic for proc trigger and shield is by far the best defencive skill, I use both for almost every build. Ice and clock for stun. Gale for anti-stun and armor. Lightning if you need to deal high amounts of damage to a single target (only useful if u have decent %crit). Heal is a pvp skill only. Curse is usually not very useful, sometimes for parties to lower enemies crit chances.

Based on this you pick your skill. Theres no a single loadout for every map which is quite nice so u can experiment and adapt. For example:
For pvp: Heal, Shield, Gale, Light.
For dailies: Fireball, Gale, Ice/clock and Shield.
For high elite party runs: Fireball, Ice, Clock and Shield.

Masteries: Gale mastery is very good for anti-stun. Shield mastery only if u see the shield is breaking before the cd-period. Ice and Clock mastery for stun. Fireball for solo runs.
Ultimates: Energize usually for parties. Fiteball for solo maps sometimes. Shield only for specific maps in hardcore mode.
Passives: I try to use all but if i struggle on skillpoints i put less on passives first in the folowing order: Speed, Damage, Crit (for defencive gameplay)

Fireball in pvp is useless and no one uses it there btw.. best PvP skillset for mage is- Gale/ lightning/ heal/ shield, mastery for shield ,Gale and some in lightning.
