It is possible that there is either a single item or a combination item that has the wrong values for the effect. If this is the case (I cannot find it anywhere in the game data right now) it will be easy to fix.

I just need to know the specific item you are talking about because my search of the entire game has come up with nothing that causes this. I've been testing the effects of all elixirs this morning in good faith... and I just can't find something that does this :-|
