Hate to break it to you, but thats on your end.
Forums are independent from the game, if both load like crap for you its most likely related to your connection.
Try to stabilize your connection and/or contact your internet provider if the issues spread to other applications

Server performance has been just fine, and every complaint I've seen has been from someone that's overseas (mostly Europe currently), so there's probably network congestion going on between here and there.

Forum performance is not related, not the same servers.
