Skull Dozer axe and aegis proc

Can devs (or someone else) explain what they exactly do?
I know that axe add really high damage but I'm unsure about other aspects of the proc.
I also found out that axe reduces your skill cool down by 30%.

Actually ...between axe & aegis....aegis add more damage,....aegis add (50%crit,500str, x4 damage, aoe like axe but weaker & also leech) but very hard to proc....even worst than ebon sword proc rate....btw i can say that axe better than aegis only bcuz the proc rate almost like tb & axe got 50% haste too...honestly devs should look back into these dozer aegis,skratch gun & duggar bow,...but they seem like dont care at all....im my conclusion aegis is trash..unless u are rich & already own dozer axe

Aegis does need a buff in proc damage. In pvp it does 30 dmg or so. It is the only thing that needs fixed, the proc gear rotation damage.
