Werevigers AA should have like 30 sec CD, that´s better than 90% procs in game.

The cool-down for the Mythic Werewiger AA is just over 35 seconds. Cool-down for the Arcanite one is a tad longer than that.

5 Seconds for both (I believe).

Will the werewiger (mythic) be sold for tokens?

No - this one is only available in the locked crates. The drop rate on these crates is a bit lower than last year (but it's still pretty generous compared to other locked drop rates) - and having an exclusive item in them should make them more worthwhile :-)
