Ebon gun vs skratch rifle

Can someone tell me if skratch is a big difference compared to Ebon gun

Ebon guns proc is a decent DoT (11 ticks within 3secs)

For comparison,

Skratch Gun reduces armor and damage for the duration of its proc (6secs), aswell as a stronger DoT (17 ticks within 6secs).

Skratch Gun has better stats. Chances of proc increases when charged, aswell as target 3 enemies. When charged, may also apply the proc to all 3 enemies.

I've used both, and can tell Skratch makes a significant difference for both Pve/Pvp.
