Elixir Video Ads Error

As the title suggests, the video ads to watch to get free elixirs are not working for me for 12 days now. My older brother who also plays this game does not have the issue I am currently experiencing.

This is a new account. I was wondering if new accounts such as myself get some sort of restriction.
If yes, will it ever be lifted?

Yes, new accounts are not allowed to use offer providers at first - they'll eventually become available.
