Cannot access the story token/fable coin

So I created an account just now then I had encounter an issue that doesn't let me access the story token and fable story token. Is there anyway I can access those am I missing some quest to finish first before gaining access to those. I really need to get story token for trade permit.

Not sure about Story Tokens, it's usually available as soon as you reach Traveler's Outpost. For Fable Token quest you have to be level 50.
