No. It's permanent badge and account wide.
You can use this badge on all characters. New and old

The seasonal lb badges stop in s23, what does it means? Also by calculating it, it ends on 31 December of 2021.

Game will not receive updates after this?

It means that the badges after s23 haven’t been designed yet..
