I think they can proc together, but not stack each other's buffs.

ofc armors proc together and effect stacks , but ebon arm useful only solo

If it is working together, it would be hard for rogues to had them both proc at the same time. Rogue's dodge so high that Ebon Armor doesn't go well with them. While Sunken procs when you deal damage. You can try them both, maybe for solo maps like Solo Evg.

the effect doesn't stack but they can proc together

talking about mage one.. I'm guessing its the same mechanics for rogue's sunken as well

They can proc at the same time, but not stack the damage and armor buffs from the procs.
