10-20mil won't get you far in active pvp and so the best chance you have is joining a zone that is on it's way to becoming active.
I've seen a few level 36's lately and 27 has a few players too,but as i said most zones require at least 50mil+ so i'd save some more gold or stay at a zone that you enjoy with some friends.
I personally don't think pvp is worth spending gold on anymore as the activity seems to change between brackets pretty quick.Just join a zone that you find interesting and settle with some of the players there.

58 zone are cheap and good stats

58 is ''cheaper'' than most levels,but that's mainly due to how inactive it is compared to other popular brackets.
Even still,10-20mil isn't enough for 58 so i suggest people stop promoting their zones with 'cheap bracket' and actually give a realistic price range on gear.
