Is it Legal to do ADS while VPN?

Our country has slow connection so when i'm lagging i'm turning on VPN to reduce lag.
Any answers?

I haven’t seen a dev say watching ads while using a VpN is illegal.
Do note that trying to do free plat offers while using a vpn is illegal and bannable

Now you've seen it:

Elixir videos are from offer providers. You're not allowed to use them while on VPN.
While I don't think the offer providers have enforced this for the videos, that doesn't mean it couldn't happen.
