There is a difference between proc and aura... Proc is a special procedure that takes place while killing or damaging enemies.
Aura is something that is around your character for most of the time looks. When they say vanity proc common sense says "Oh I have to kill or damage enemies for my vanity to proc."

I have tried it if im using tradeable set

It shows aura and when im killing mobs it procs

But using bound set just nothing...

In the content update that futumsh posted it says the trade friendly vanity does have a proc, doesn't say anything about the the bound one.

As Cogmaster said, devs revealed that only tradable version has the proc.
