That's the lvl 76 arcane artifact proc not the belt proc.

Its belt proc, the 76 aa proc is same but you see a damage buff icon under your mana bar, for the belt you see two buff icon a defence one and another one that resembles rogue speed ultimate icon

It doesn't have a visual or an icon when procs. Tbh I think it doesn't proc at all. It needs dev revision or fix.

I've tested the belt without aa and killed 50mobs in arc fields at once,still no circle....

I agree! Did over 5 runs in event without 76aa and only 76belt. No rings. I don’t even see the sparkle. :/
Which belt did you use? Str-type?

If you're playing on mobile the sparkle can be more difficult to see. It helps if you zoom all the way in on your character.
