If you're using a VPN for it's intended purpose you should be fine. In the past people have used a VPN to redo plat offers multiple times. That will get you banned, rightfully so.

Idk. I did few ads like 6 times without realizing it's illegal (before i don't know). However its illegal to use ads while vpn.
After i knew. I never did it again
