Armor cap is same for all classes. For lv76 its 8215 both pvp/pve.

If mob level > your level, armor cap is based on the mob one.

If mob level < your level, armor cap is based on your level.

Its useful to obviate the risk of armor debuffs from mobs (for example deep marsh). But yes, besides that I think its pretty useless.

All classes yes. More armor is situationally beneficial for debuffs.
