The loot table is especially random and will drop items in a very wide level range. A 'Level 10' toon could loot items as low as Level 5 and as high as Level 25. This was done intentionally to compel / reward advancement, to make the equipment items more rare, and to promote positive social friction via trading (as the required crafting materials are relatively easy to collect by yourself and would not serve this purpose).Originally Posted by Oakmaiden
