If you have very low stats then chaos will give you better stats. But if you have good stats and int awake then int is the way to go. I'd you want to check which is better for you then upgrade with one jewel and check
Chaos jewel is best to use for low levels, the damage it adds to endgame players is barely noticeable. Unless if they change their mind and change the .x damage into .x% damage
