A separate exploit occurred because players would create characters to run low level with the freebie and then transfer the loot to their mains. Bound elixir would not solve that economic exploit.

Next time around if the level brackets for entering into a pve event zone were in place and elixirs are bound and non-tradeable, this exploit wouldn't be an issue. It was too widespread this time around because a level 2 could be carried by a level 76 for example or if not really running for loot had an option to just farm those quests for elixirs and sell them
