Any level can enter the event zone, and you can go by yourself by choosing 'Go Solo,' or you can enter with a Party and/or pick-up group if you 'Go Multi.'
While all options are available to all levels, I'd note that the event monsters are not easy. I would recommend that you form a party with your friends (or make some new friends) to run most efficiently.
Extremely well-geared players should be able to survive with ease but may find it less efficient to defeat "Oszy" when going solo.
