Just a very small increased Stat.. U can see that on the wep description.. Compare stats and see.

I think only difference between elite and normal arc 76 weap is elite has +1 stat.

Also 50 health and few others stats but this is insignificant

Color is also different. Stats is different but it’s so minor you don’t notice it. That’s all. No proc difference. If you heard it tho it’s just false rumor
