I tried to buy premium but my card was declined..($5 i know it was maxed)

Now I am unable to buy premium, with the new energy module theres no way I can ever catch back up to where I am now. So I am wondering

If we can have a deal of the day for premium character or another way to get it in game when we are higher level?
