Yes, I tested 100% luck in Easter. Every egg rerolled that was green-red. I looted 0 green eggs with 100% luck because everything rerolled.
The reason some items don't reroll is because they are set to not reroll.

Re-roll is the probability of your initial drop to re-roll.

That said, 100% luck doesn't mean everything you kill will drop something. Re-roll rules only apply to those who initially dropped something to begin with.
