Level cap reward vanities

Are level cap vanities one per account? I'm trying to aquire L66 Mount Fang Armor and L71 Monarch Helm of Humania but with no luck. I sold these a long time ago and now I need them for the final two quests at Blacksmoke Mountain :\ My second character is lvl 71, still nothing.

These items are discontinued and no longer attainable through playing the game. They do still exist, you just have to buy them from the consignment shop or another player.
