Considering Non-Stacking Pet Damage% literally does nothing when you got 76 arc armor and 76 arc wep proc'd, and stacking % literally tells you its better in the title, you would be foolish to think otherwise.

I just tested it in about 2 mins(on a Rog, with Duggar Dags and Sunk Armor proc) and you can clearly see that a stacking Damage% is better(when adding in and comparing with 76 arc procs active).
