It seems like frost touched not procing a lot can the devs make it proc more often the ice spikes are cool to look at and it makes me wanna play the game more then normal

Why would they 'buff' a lvl 41 weap when most are recommending nerfing low level items?

I mean a weap is a weap. Just because people dont have it or use it doesn’t mean it shouldn’t be good. Proc shouldn’t be moved in my opinion.
