You can do too, it's risky. He is willing to take the risk. Stock market works similarly, some rich people do manipulate stocks and it doesn't mean they should get arrested.

Almost everyone know he manipulated the price of Red Balloon.
And devs clarified what he did was not against ToS.

What if someone gets them all, and decides to sell them at 8b each? Sure, no one will buy them until some point. But that's just the price you will have to pay to get one.
If you think a seller is selling an item for absurd price, you simply don't buy. If you are buying, you, as a buyer, are agreeing that the price you are paying is the worth of the vanity for you.
If someone is selling Maul for 500m, you don't have to buy, but if someone else wants to buy for 500m, and it's upto that person.

This is right but this is not the case.
Sts has banned a huge chunk of people for the exact reason you specified.
The maul example you provided...ill take that here and explain my point
So a guy comes to you when maul actually sells around 130m and you tell him 500m..and he being rich says okay and buys it from you without proper clarification.
Now the person tries to sell the same maul and finds price is around 130m .
Now the player reports in all frustration ..he knows he's made a mistake but he will report for the sake of it since he lost a lot of gold.
And guess what ..now not suddenly but eventually the player gets banned.
So I agree with all what you said.This is how it is supposed to be .But the funny thing here is STS will interfere in the course of things that turn out this way trying to protect player integrity (or whatever the reason they provide.)
So since their innate involvement in such things what you said is not valid and cannot be carried out since it will get you in trouble later on.
And whatever encryptions did isn't as bad as you make it sound.
Idk man, almost everyone asks guildmate or check auction, or atleast have a general idea of the worth of an item before purchasing.
Also one specific report doesn't do much, STS doesn't ban due to the amount of reports. They ban based on what the player has done, reports just helps bring the case to their attention.
In the case of Maul, no scam took place. Person A sold maul to person B for 500m, that's all, and Person B bought maul for 500m. It's a general rule to not buy something if you don't know it's worth.
