If I'm not mistaken you need Gnome Set to complete that mission and have to find the secret map somewhere in that map.... Im not sure tho
But I hope this will help
If I'm wrong please correct me
I think a mob needs to drop that to you in order to complete the quest.
You will find secret lab on right side mid on citadel map just click it.
