How do the leaderboards at the end of the match work?

I know that returned flags put you at the top of the board. After that, it seems pretty random. Some people with like 7 kills will be above someone with 60...which is sometimes near the bottom of the list.

Is it even an end of game ranking, or is it just a list of the people in the game? I'm assuming it's some kind of value ranking because the person with the most flag carries are always at the top.

Anyone knows how this works?

I believe it is sorted by number of flag carries and then alphabetically.
