Yes, the weapons correspond to the level of the pack.

I got the level 10 pack for the hero pack and got two items, a vanity (Metal Man Helmet) and the thunder hammer. So I need to get another 75 platinum to get a couple more items?

It seems that you get two items with every purchase, correct me if I am wrong. I haven't seen a whole set drop yet. So it is a vanity and a weapon?

Well, one more "happy" buyer, now I have 4 extra mask which are not tradable at least I collect all vanity.
The weapon is... lets say not so good as expected for such price....
