Yeah he was in Unit for maybe 1 hr before we kicked him- not for scamming but for being annoying. Spamming chat, using caps constantly, blind pting everyone, made a message wishing death upon someone etc. Later after he was kicked he kept going to members in Unit and tting them / pming them to give him their speed sets.

Screen shot and report is the most effective solution. Ignore list is very effective also.
