Is the speed bonus for a speed set 100% or 200%? cuz I swear I remember it being 200% but it feels a bit slower than that now..

Base movement speed is 100% the speed set doubles your base movement speed only and adds another 100%. 200% movement speed while wearing a speed set.

Speed set bonus always been the same, the description was fixed due to confusions toward the %, the set bonus doubles your normal speed, any further bonus such as ms%awakes, elixirs, happiness bonus or arcane abilities stack with this bonus if it's specified in their description.
