Skill damages are the same with or without the weapon, also with different stat. Could be more interesting if the skill dmg can changed somehow :/

Try it in pvp. Use mind rack naked then mind rack with a high damage weapon. Also do this with someone who will be willing to be tested on.
if it does the same damage then it's a problem.
i believe that when it changes it's never shown. But does have a stronger effect.
