Elite chest: cheap to start, only need a speedset to be efficient
Deepmarsh: need some okay gear, and really decent payout
Evg(elite varden gates): need very good gear or a carry but in return you get the most for your timr

I'd say 100m for a mage that could do evg here and there and do well in dm and nvg.
I only have 7m budget, mostly for armor since i still have speed set and an artifact, is the dragon staff still useful?

Yes, and nvg (normal valley gates) is much easier than evg
