Your idea breaks the economy it breaks the use of other weapons as in it limits us to 1 weapon at all times which is extremely boring. I don't want a game where every body in the game uses the exact same gears the exact same procs the exact same awakes and everything else.
I know proc stacking is bad for the game but removing the use of every weapon except 1 is worse. This change takes an effect on leader boards for hydra and orrick and a few others so now it seems to be only limited to rogues.

Don't limit your game to where everyone uses the exact same thing. Maybe some people can give some ideas on what to do instead.

Maybe limit to 3 weapon max stack

Like putting a cap to stacking.
