Weapon Balance Ideea (best)

I have seen many players complaining about the new balance update so I came up with this miraculous proposal to balance all 3 classes.
Let us use 2 proc ONLY the weapons have same lvl.
For exemple:
ebon staff + ebon gun / ebon bow + ebon daggs / ebon sword + ebon aegis.
skratch staff + skratch gun / skull aegis + skull axe / duggar daggs + duggar bow.
and other wep (lvl66) but i think nobody use that, except terror blade (for warrior)
I think that's the best solution for solving this drama.
