yes it can, but I think the cd is still quite long even though it's 20s using the skul axe, I still need time to wait in underhaul for the cd because many mobs are stunned, is it possible to reduce the cd too? from 45 to 35, with passive it make 30, and ax make 15

Heroic churro hb / arcanite sent hb both give 15% haste. 15% + 50% = 65% and 65% of 40 = 26. 40-26= 14s cooldown as jug lasts 15 seconds.

For dailies in underhurl just run second map, there isnt any mobs that stun you (there is a few at the end but you can just skip them)

It does? It loses effectiveness before the skill cools down, but jugger works pretty much everywhere that it's supposed to work. Just try charging it and do the upgrades.
