Nerf hawkens

Hawkens talons proc needs to be nerfed people r abusing it in pvp needs to be made so it only gives 500 hp and the proc rarely happens in pvp or just remove the proc from pvp entirely @Cinco

Sounds good. I think it should start with a nerf (as opposed to making it the one weapon that refuses to proc in PvP)... but we can strip that proc if it remains heinous. Thanks!
