It seems like I can't complete the quest.

Talk to the guy outside the mines in Travellers Post. He's Sorina's brother.

The issue was that he didn't want to talk to me but then I noticed that I didn't have watchers tombs quests completed. It worked now!

Oh yes. I didn't know you hadn't done the other bits and pieces. It's a bit frustrating when we can't finish a questline.
