Dodge is useless?

Having 100% dodge is legit useless, I feel like this is the basis of wat rogue needs to stay alive and its not working well. Maybe just nerf the %dodge u get for every dexterity but actually make it work?instead of making it just for an accessory.

This is for pve, Pvp isnt what im talking
